Phil was appointed as an IOC member in 1982 and served as an IOC member until 2011. Phil was a three-time Olympian as a sprint canoer (1960 Rome, 1964 Tokyo and 1968 Mexico City) and was a founding member of the Oceania National Olympic Committees (ONOC). He was also regarded as being one of Australia’s leading sports administrators and was appointed a Member of the Order of Australia in recognition of his longstanding services to sport and was introduced into the sport Australia Hall of Fame in 1993.
Today, Oceania Taekwondo has lost a close and sincere friend and a man who has contributed so much to our sport in the Oceania region.
Our deepest condolences are extended to his wife Patricia and his family.

World Taekwondo (WT) Technical Delegate & Oceania Taekwondo Union (OTU) Secretary General Mr. Stuart Lee travelled to Solomon Islands for important meetings with the 2023 Pacific Games Organising Committee (GOC), National Olympic Committee of Solomon Islands (NOCSI), Solomon Islands Paralympic Committee (SIPC) and Solomon Islands National Institute of Sport (SINIS).Along with Mr Lee was Mr. Denzil Ray OTUs international Education Manager and on loan from Australian Taekwondo was Mr Dong Min Cha 3 time Olympian (Gold 2008, Bronze 2016 & previous World Champion) who will work with and assist Solomon Islands Taekwondo to prepare for the Games. During the meeting, President Choue shared information about the 2023 calendar, plans for World Taekwondo’s 50th founding anniversary and the role of Continental Unions in promoting the anniversary, and World Taekwondo’s progress in sustainability and Virtual Taekwondo. A key topic that was deliberated was the enhancement of World Taekwondo’s governance, including at the member national associations (MNAs) through a survey that will be used as a ranking. Discussions were then held on a number of key subjects as Continental Unions shared their ideas and experiences. Discussion topics included the World Taekwondo Development Programme, Membership, Events and Competitions, Education, Para Taekwondo and MNA rights and responsibilities. World Taekwondo President Chungwon Choue said: “It is always important for the headquarters and the Continental Unions to be aligned in our direction and plans through such working level meetings. “Next year is the 50th anniversary of our founding. Needless to say, World Taekwondo 50 years ago was significantly different from what we are today. Today, our sport is innovative and fair, our organisation is well-governed and transparent, and the Taekwondo movement is helping to strengthen society through our humanitarian and social development efforts. We never stopped progressing. The 50th founding anniversary next year is the perfect opportunity for us to look ahead and lay a new foundation for future generations of Taekwondoin. We need to leave behind a legacy that they can be proud of.”

Oceania Championships Oceania Poomsae Championships Tahiti Open DR Choue presents three recipients with Taekwondo Day awards: World Taekwondo President Chungwon Choue has presented Maher Magableh and the sport's French and Emirati federations with Taekwondo Day awards. “Pita Taufatofua recognised by IOC” Olympic athlete and Oceania Taekwondo Union council member Pita Taufatofua, has been recognised by the IOC for his contribution to sport and his humanitarian initiatives. Pita was invited to the IOC by IOC President Thomas Bach to Olympic house in Lausanne, Switzerland to present him with an award recognising him for his athletic and Olympic achievements.
Pita is a three time Olympian having competed in Taekwondo in Rio 2016, Cross Country skiing in Pyeong Chang in 2018 and again in Taekwondo in 2021 in Tokyo.
This is an amazing achievement for Pita and Taekwondo in general. It is also a significant achievement for Oceania sport. Baku presented its bid to the Council during the meeting alongside Wuxi, China. The World Championships will be particularly special as they will fall on the 50th anniversary of World Taekwondo. The exact dates will be confirmed in due course. IOC President Bach presented President Choue with the IOC President’s Trophy – Olympic House before leaving the meeting. IOC Vice President Ser Miang Ng also briefly joined the meeting and addressed the members.ONOC and OSFO conference in Fiji. Oceania President Kotsifas attended the 2022 Oceania National Olympic Committee (ONOC) conference held in Fiji as well as the Oceania Olympic Sports Federations (OSFO) conference.IOC President Thomas Bach was present for the conference, and he also visited Tonga and the Cook Islands as part of his visit to the Pacific.Oceania Taekwondo International Referees appointed for the 2022 GOYANG WORLD POOMSAE CHAMPIONSHIPS. Ms LINDA PACE (OT Poomsae Director)Mr SEONG WEON YUN (AT Poomsae Referee Committee member)Oceania Taekwondo and Mexican Taekwondo Federation sign athlete development agreement.Oceania Taekwondo and the Mexican Taekwondo Federation have signed a co-operation agreement which will significantly benefit Oceania MNA’s and athletes.John Kotsifas, President of Oceania Taekwondo said,
“The agreement focuses on several key issues including:• Joint sports training activities• Training camps to be held in Mexico and the Oceania region• Exchange of technical knowledge and advice.• Athlete and coach education• Mutual competitions “
The WT world championships are to be held in Cancun Mexico in November 2022 and it is planned to have an extensive training camp in Mexico weeks before the World championships.
President Kotsifas said, “The camp will be an important part of our Oceania athlete’s preparation weeks before the World Championships and they will have the opportunity to acclimatize given Mexico’s high altitude and to train with some of the world’s best athletes prior to the world championships.”
Mr Philippe PINERD who is internationally recognised as a world class coach will oversee the agreement between Mexico and Oceania and will be responsible for a large part of the agreement’s implementation.
President Kotsifas said, “Philippe PINERD’s involvement in assisting us to develop our athletes and implement important programs will be invaluable particularly in the lead up to the 2022 world championships, the 2023 Pacific games and the 2024 Paris Olympics. The agreement that we have signed will also include Para athletes and programs for their development. In the next 3 years Oceania will implement a number of programs and initiatives as part of this agreement and which aim to prepare our Oceania athletes for elite international competition. We are excited about the initiative and we look forward to the quick implementation of key aspects of our agreement.”
Kindest Regards,JOHN KOTSIFASPresidentWTO Education Program for French Polynesia:On Saturday the 19th of March 2022, there was a Kyorugi Referee and Coach Education Training Program (refresher Seminar) with Mr Denzil Ray WT/WTO Educator and Presenter from World Taekwondo Oceania.This video conference training program was set up by Mr Alfred Lai Koun Sing Taekwondo President of French Polynesia and also Vice-president of WTO which included 14 clubs (53 attendees) from Tahiti and its islands to review the arbitration of current and new WT rules that will be applicable from the 1st of June 2022.WT agreement with Kukkiwon :A new agreement has been entered into between World Taekwondo (WT) and Kukkiwon.John Kotsifas President of Oceania Taekwondo said, “over many years a variety of agreements have been entered into with Kukkiwon but invariably, none were ever properly complied with by Kukkiwon.Whether the current agreement will be honoured by Kukkiwon remains to be seen but we are all hopeful that it will”.WT set up an ad hoc committee to discuss what changes needed to be made and President Kotsifas was part of that committee. Aspects of the agreement include:• Kukkiwon will no longer recognise any organisations that purport to represent or be connected with Kukkiwon other than the Member National Association of each country (MNA).• In Australia for example, an organisation known as Kukkiwon Australia will cease to be recognised by Kukkiwon and no applications for Kukkiwon certificates will be permitted by this organisation.• Persons who previously used this organisation to lodge their Kukkiwon applications will now need to do so via Taekwondo Australia (the MNA).• Kukkiwon will still permit applications from Master’s outside of the MNA, however Kukkiwon and the MNA will now be able to enter into discussions and reach agreement on such matters, particularly what if any, Kukkiwon applications are permitted outside of the MNA. As there are over 205 MNA’s worldwide, this process will take some time (even years).• Kukkiwon will assist MA’s by providing education materials.• Continental Unions (CU) will be able to process Kukkiwon applications for its MNA’s where necessary and where the MNA does not have the capacity to do so. This affectively means that apart from Australia and New Zealand, all other Oceania MNA’s can make applications for Kukkiwon certificates via Oceania Taekwondo.• Oceania Taekwondo is also able to conduct Dan promotion tests for individuals and MNA’s that do not have the capacity to do this themselves.• Oceania MNAs can make initial inquiries for assistance to OT's Secretary General, Mr Stuart Lee.• Kukkiwon Dan certificates will from now on, bear the names and signatures of the MNA, CU, WT and Kukkiwon presidents.There are other aspects of this agreement which will be finalised over the coming months and further details will be provided once finalised. WT TD & OTU Visit to Solomon Islands 21-28 Nov22. World Taekwondo (WT) Technical Delegate & Oceania Taekwondo Union (OTU) Secretary General Mr. Stuart Lee travelled to Solomon Islands for important meetings with the 2023 Pacific Games Organising Committee (GOC), National Olympic Committee of Solomon Islands (NOCSI), Solomon Islands Paralympic Committee (SIPC) and Solomon Islands National Institute of Sport (SINIS).Along with Mr Lee was Mr. Denzil Ray OTUs international Education Manager and on loan from Australian Taekwondo was Mr Dong Min Cha 3 time Olympian (Gold 2008, Bronze 2016 & previous World Champion) who will work with and assist Solomon Islands Taekwondo to prepare for the Games. A brief overview below:• MNA briefings, compliance meetings and future planning • Athlete / Coach technical and tactical training• Para athlete briefings • Coach / Referee Education & accreditations• Competition simulation for athletes, coaches, officials, medical and volunteers trainingA big thank you to Genevieve (GOC) and Moses (SINIS) and Solomon Islands President Mr. Derick Afu for all their hospitality, hard work and ongoing assistance during the weeks program and into the future.Post WTO's AGM/SGM on the 11th of November we are now known as Oceania Taekwondo Union (OTU) which brings us in line with all CU'sTwo time Olympic silver medallist Alexandros Nikolaidis passed away.It is with great sadness to hear of the news that a great Olympic athlete and two time silver medallist (Athens 2004 and Beijing 2008) Alexandros Nikolaidis has passed away after a long battle with cancer.OTU extends its deepest sympathy to his family and friends and to the Greek Taekwondo federation and the European Taekwondo Union.https://greekcitytimes.com/2022/10/14/olympic-alexandros-nikolaidis/SEOUL, Korea (Oct 5, 2022) - World Taekwondo President Chungwon Choue today held an in-person meeting with the Continental Union Presidents at the World Taekwondo office in Seoul to discuss important matters and align plans for 2023 and beyond.The meeting was attended by Asian Taekwondo Union President Kyu Seok Lee and Secretary General Jung Heon Kim; Oceania Taekwondo President John Kotsifas, and Secretary General Stuart Lee who joined via video conference; African Taekwondo Union President Issaka Ide and Secretary General Balla Dieye; and Pan American Taekwondo Union President Juan Manuel Lopez Delgado. During the meeting, President Choue shared information about the 2023 calendar, plans for World Taekwondo’s 50th founding anniversary and the role of Continental Unions in promoting the anniversary, and World Taekwondo’s progress in sustainability and Virtual Taekwondo. A key topic that was deliberated was the enhancement of World Taekwondo’s governance, including at the member national associations (MNAs) through a survey that will be used as a ranking. Discussions were then held on a number of key subjects as Continental Unions shared their ideas and experiences. Discussion topics included the World Taekwondo Development Programme, Membership, Events and Competitions, Education, Para Taekwondo and MNA rights and responsibilities. World Taekwondo President Chungwon Choue said: “It is always important for the headquarters and the Continental Unions to be aligned in our direction and plans through such working level meetings. “Next year is the 50th anniversary of our founding. Needless to say, World Taekwondo 50 years ago was significantly different from what we are today. Today, our sport is innovative and fair, our organisation is well-governed and transparent, and the Taekwondo movement is helping to strengthen society through our humanitarian and social development efforts. We never stopped progressing. The 50th founding anniversary next year is the perfect opportunity for us to look ahead and lay a new foundation for future generations of Taekwondoin. We need to leave behind a legacy that they can be proud of.”

Oceania Championships Oceania Poomsae Championships Tahiti Open DR Choue presents three recipients with Taekwondo Day awards: World Taekwondo President Chungwon Choue has presented Maher Magableh and the sport's French and Emirati federations with Taekwondo Day awards. “Pita Taufatofua recognised by IOC” Olympic athlete and Oceania Taekwondo Union council member Pita Taufatofua, has been recognised by the IOC for his contribution to sport and his humanitarian initiatives. Pita was invited to the IOC by IOC President Thomas Bach to Olympic house in Lausanne, Switzerland to present him with an award recognising him for his athletic and Olympic achievements.
Pita is a three time Olympian having competed in Taekwondo in Rio 2016, Cross Country skiing in Pyeong Chang in 2018 and again in Taekwondo in 2021 in Tokyo.
This is an amazing achievement for Pita and Taekwondo in general. It is also a significant achievement for Oceania sport. Baku presented its bid to the Council during the meeting alongside Wuxi, China. The World Championships will be particularly special as they will fall on the 50th anniversary of World Taekwondo. The exact dates will be confirmed in due course. IOC President Bach presented President Choue with the IOC President’s Trophy – Olympic House before leaving the meeting. IOC Vice President Ser Miang Ng also briefly joined the meeting and addressed the members.ONOC and OSFO conference in Fiji. The WT world championships are to be held in Cancun Mexico in November 2022 and it is planned to have an extensive training camp in Mexico weeks before the World championships.
President Kotsifas said, “The camp will be an important part of our Oceania athlete’s preparation weeks before the World Championships and they will have the opportunity to acclimatize given Mexico’s high altitude and to train with some of the world’s best athletes prior to the world championships.”
Mr Philippe PINERD who is internationally recognised as a world class coach will oversee the agreement between Mexico and Oceania and will be responsible for a large part of the agreement’s implementation.
President Kotsifas said, “Philippe PINERD’s involvement in assisting us to develop our athletes and implement important programs will be invaluable particularly in the lead up to the 2022 world championships, the 2023 Pacific games and the 2024 Paris Olympics. The agreement that we have signed will also include Para athletes and programs for their development. In the next 3 years Oceania will implement a number of programs and initiatives as part of this agreement and which aim to prepare our Oceania athletes for elite international competition. We are excited about the initiative and we look forward to the quick implementation of key aspects of our agreement.”
Kindest Regards,JOHN KOTSIFASPresidentWTO Education Program for French Polynesia:On Saturday the 19th of March 2022, there was a Kyorugi Referee and Coach Education Training Program (refresher Seminar) with Mr Denzil Ray WT/WTO Educator and Presenter from World Taekwondo Oceania.This video conference training program was set up by Mr Alfred Lai Koun Sing Taekwondo President of French Polynesia and also Vice-president of WTO which included 14 clubs (53 attendees) from Tahiti and its islands to review the arbitration of current and new WT rules that will be applicable from the 1st of June 2022.WT agreement with Kukkiwon :A new agreement has been entered into between World Taekwondo (WT) and Kukkiwon.John Kotsifas President of Oceania Taekwondo said, “over many years a variety of agreements have been entered into with Kukkiwon but invariably, none were ever properly complied with by Kukkiwon.Whether the current agreement will be honoured by Kukkiwon remains to be seen but we are all hopeful that it will”.WT set up an ad hoc committee to discuss what changes needed to be made and President Kotsifas was part of that committee. Aspects of the agreement include:• Kukkiwon will no longer recognise any organisations that purport to represent or be connected with Kukkiwon other than the Member National Association of each country (MNA).• In Australia for example, an organisation known as Kukkiwon Australia will cease to be recognised by Kukkiwon and no applications for Kukkiwon certificates will be permitted by this organisation.• Persons who previously used this organisation to lodge their Kukkiwon applications will now need to do so via Taekwondo Australia (the MNA).• Kukkiwon will still permit applications from Master’s outside of the MNA, however Kukkiwon and the MNA will now be able to enter into discussions and reach agreement on such matters, particularly what if any, Kukkiwon applications are permitted outside of the MNA. As there are over 205 MNA’s worldwide, this process will take some time (even years).• Kukkiwon will assist MA’s by providing education materials.• Continental Unions (CU) will be able to process Kukkiwon applications for its MNA’s where necessary and where the MNA does not have the capacity to do so. This affectively means that apart from Australia and New Zealand, all other Oceania MNA’s can make applications for Kukkiwon certificates via Oceania Taekwondo.• Oceania Taekwondo is also able to conduct Dan promotion tests for individuals and MNA’s that do not have the capacity to do this themselves.• Oceania MNAs can make initial inquiries for assistance to OT's Secretary General, Mr Stuart Lee.• Kukkiwon Dan certificates will from now on, bear the names and signatures of the MNA, CU, WT and Kukkiwon presidents.There are other aspects of this agreement which will be finalised over the coming months and further details will be provided once finalised. Congratulations to Janine Watson from Australia who won her country’s first Taekwondo Para medal and the first Olympic medal since 2000. Janine won the bronze medal in the women’s K44 +58kg class in Tokyo. Oceania Taekwondo extends it congratulations to Janine, her coach Benjamin Hartmann and Australia on this magnificent achievement. With the Paris Olympics just 3 years away, Janine’s success will be a great inspiration to all Oceania athletes.

MILAN KWEE:We are saddened to hear the news that our beloved and dear friend Milan Kwee has passed away yesterday. The news has come as a shock to the worldwide Taekwondo community.Milan was a former President of the Singapore Taekwondo Federation and WT council member. Oceania Taekwondo President John Kotsifas stated, “Milan was a close personal friend and Taekwondo colleague. Above all he was a great human being who was always smiling and laughing and full of life. We only spoke just a few weeks ago, so to hear that he has suddenly passed away is devastating news.”Milan was a close friend of Oceania Taekwondo and over the years had been appointed as Technical delegate for many Oceania championships and Australian open events. He was awarded honorary citizenship of the city of Seoul for his contribution to Taekwondo and was an executive member of the Singapore Olympic Committee. He was a great Taekwondo leader, particularly in the Asian region.Oceania Taekwondo extends its deepest condolences to Milans family and friends. Milan will be sadly missed by all who came to know him.

It is with much excitement and pleasure that I invite you and your team to participate in the 2021 Oceania Taekwondo G2 Poomsae/ Para Poomsae Championships (G2 National Teams Poomsae Championships) & Oceania Open Online Poomsae/ Mixed Poomsae/ Para Poomsae/ Para Free Style/ Flying Side Kick Championships on May 15 ~ late May 2021.
The competition will contain a G ranked event and a number of Open events to be conducted online at a time when the COVID pandemic thankfully appears to be on a gradual decline. It is aimed to provide the Taekwondo community an opportunity to maintain their skills whilst competing in a non-threatening virtual environment, and be judged by highly experienced international referees. All this will be achieved without the need to travel long distances to a live event during uncertain times.
This competition will see limited entries to ensure that the event can be completed in a timely manner. Therefore, entries will close once the number of entries we receive exceeds the time we have allocated per court. You will need to get in early so as not to miss out.
Note that all participants must be current MNA members at the time of the event. The partnership between Oceania Taekwondo and Australian Taekwondo is to work in partnership to deliver a competition to members which was enjoyable and above all safe. On advice from QLD health, we took all steps possible to ensure we conduct the event using all protocols and covid safe measures to protect athletes, coaches, officials and other participants. Despite this, we acknowledge the concern of clubs, athletes and parents about their ability to travel interstate and the possibility of sudden border closures from time to time. For this reason, and light of current border closures, we have decided to postpone the event until further notice. The safety and interests of our participants and all concerned with the event is paramount. We are confident of announcing new dates for the event in the near future and we look forward to seeing everyone very soon. The 2020 year has been the most challenging year of our lives in many ways, but for the Taekwondo community, the covid-19 pandemic has brought particular challenges and many hardships for club operators and their students. For our MNA’s, the pandemic resulted in no activities being scheduled and for athletes, the Covid pandemic has meant no competitions and the cancellation of the 2020 Olympic Games and great uncertainty as to whether the games will actually take place in 2021.Fortunately, the Oceania Olympic qualification event was able to be completed in February 2020 on the Gold Coast, Australia but the pandemic outbreak resulted in many athletes not entering the event because of fear of travel and some who entered, were not permitted to travel by their own governments and NOC’s. To engage with our Taekwondo Community and our MNA’s, Oceania hosted its first ever online Poomsae competition and this was an extremely successful event with over 500 entries from more than 50 countries participating across 46 divisions. The event also included Para Poomsae with over 30 contestants from 13 countries.On the education front, we witnessed the introduction of the WT education programs particularly the coaching accreditation offering three different levels of coaching accreditation. A number of other education initiatives were also introduced in 2020 such as referee courses for those aspiring to become international referees as well as courses for technical delegates who are usually appointed to oversee the running of WT sanctioned or promoted events. In Oceania we also say three of our officials become accredited WT course presenters. Congratulations to Rene Leveaux, Denzil Ray and Colby Au, who all completed the WT presenters’ course and are now accredited to present WT education programs.I am pleased to say, that we now have a significant number of accredited level 1 and 2 coaches who completed the online courses as well as many who successfully completed the Technical Directors’ courses.Whilst we had hoped that the pandemic will have been under control by the end of 2020, this did not occur and a second wave of the pandemic struck many Oceania countries particularly Australia. In Melbourne, Australia, strict curfews were introduced and a state of emergency was announced resulting in a further lockdown of the entire community for several months.Unfortunately, 2020 brought further sadness to the worldwide Taekwondo community with the passing Gen Ahmed Fouly, Vice President of World Taekwondo, longstanding President of World Taekwondo Africa and WT council member. Gen Fouly was a great man and a great leader who oversaw enormous development if African taekwondo resulting a in numerous Olympic medals in Rio in 2016. He will be sadly missed by all of us. The 2020 year also saw many changes in the leadership roles of some continental unions.We can all pray that 2021 will be a much brighter year filled with good health and much happiness and hopefully, we will have taken control of the Pandemic which has destroyed so many lives and caused enormous economic damage and suffering.I am confident that in 2021,we will overcome the challenges of 2020 and we will be able to return to some normality with many Taekwondo programs and events being scheduled and offered to our MNA’s and their athletes. In 2021, Oceania intends to host a number of important G ranked events which include Presidents cup G2, Tahiti Open G2, Oceania championships seniors G4, Oceania Junior championships G2 s well as Oceania Poomsae championships G2.I look forward to meeting our Oceania family members face to face in 2021 and I wish everyone a safe, healthy and prosperous 2021 year.

Oceania Teakwondo mourns the passing of Ahmed Fouly: Oceania Taekwondo is saddened to hear of the passing of our friend and collegue Gen Ahmed Fouly, President of Africa Taekwondo and Vice President of World Taekwondo.
Ahmed was the long standing President of African Taekwondo and under his leadership, many Olympic medals were achieved particularly during the Rio games in 2016. He was a passionate advocate for Taekwondo and many of us have benefited greatly by his wisdom, guidance and experience.

More importantly, he was a close friend and advisor on many things taekwondo including life. He was a much loved and respected leader who will be truly missed. He was a great leader in the African continent and was highly respected and loved by all members of the World Taekwondo family.He was a true friend of Oceania Taekwondo.”
